That would have been an unbeatable, self-sufficient, well thought out special force if he could have implemented what he invisioned. I thought it interesting of how he thought sabre was such a cornerstone or necessity for cavalry arm. "For regiment's serving in localities to be called upon to dismount and follow indians on foot to be armed with sabre of a light pattern, etc...". And also saying as a rule the strength of our cavalry will be the "spur and sabre".
