I'm new to the forum and apologize if this question was previously asked.
Was a curry comb an issued item? That goes for a brush, hoof pick, and extra shoes (how many were carried per man?). I am referring to Federal regulations. If this was a unit specific order, my unit of interest is the 1st Vermont Cavalry.
As a general answer, yes, a curry comb and brush were issue items. Troopers were commonly ordered to carry two fitted shoes and their nails in the saddlebags (where the comb and brush resided as well). Hoof picks were not issued. Some troopers acquired civilian ones, some did without, and some used makeshift ones, such as the blacksmith-shaped pieces of old horseshoe many of us carry in the 1st Maine.
If you would like to know the details about what each company of the 1st Vermont carried, the quarterly ordnance reports (available from Dec. 1862-Sept. 1864) detail the arms, accoutrements, and horse equipments present.
