Glad you have a watering bit. They were issued to well-equipped units, though ordnance reports indicate that many regiments did not have them.
I think the original intention was to use them in bit and bradoon form—both bits at once and double reins—so the curb could be removed and the snaffle would still be there.
To install, put the toggle through the square ring on the halter, then put the long end of the toggle through the leather "loop" on the strap above the ring to anchor it. Of course arrange the snaffle so it breaks the right way and the links are on the horse side of the toggle.
